I have already reported that to police and police had sent to Staatsantwalt. but Staatantwalt had closed the case because said this person had another reason to take your stuff with!
Therefore I am looking for laws that said a person has no right to take the property of other person without any proof. the given proof was spoofed information that I want to say it was spoofed.

Was ist den Gesetz gegen eine Person, dass Eigentum (Gut, Sache, usw.) von andere Person mitnehmen?

Because he produced some bills that are not correct and claimed that he will take my good with until I pay him the bill which the bill is for completely different things which has not been done.

In other word, I see here the wildlaw. One does whatever he wants, because he thinks that he has some bills that this person did not pay. while there is no proof that the bills are real.

I claimed to police the robbery as this person has by force took my stuff for no good reason. what I would like to claim here is that, staatsanwalt decision is not correct as there is no proof that the bills are correct and also one cannot just take the stuff of other person because he thinks without proof that this person needs to pay something to him.. and say I will keep it until you pay me or threaten this person like this!
is it based on regel true? can anyone just take the property of other person if he thinks this person should pay him a bill. if so , from tomorrow the companies will start creating spoofed bill and then take the property of other person!
